I ask this because I notice that The Biography Channel and Discovery Health both have CAT1 licenses, but they seem to be showing the U.S. feed. Not that I am complaining. But are they aloud to do this?
Do they have to have minumum Can content?

Yes - but while they need to maintain weekly compliance levels, the actual numbers used by the commission come in two different ways (if its the same method as with conventional TV...)

1) The commission looks at the total numbers for the entire run of the license. This is how the overall percentages work out -- these must be DEAD on.

2) The commission takes one sample week of programming and crunches the numbers on that.

Comparisons, conculsions and comments are then drawn from those two pieces of data.

In short - a week or two of showing american feeds while production is being completed on Canadian elements means getting the channel on at launch while still buying time to do a proper launch of "localized" services.
